The principal theories available until now for data fusion are the probability theory, the fuzzy set theory, the possibility theory, the hint theory and the theory of evidence. Since last two years J. Dezert and F. Smarandache are actively developing a new theory of plausible and paradoxical reasoning, called DSmT (acronym for Dezert-Smarandache Theory), for information fusion of uncertain and highly conflicting sources of information. The DSmT can be interpreted as a generalization of the Dempster-Shafer Theory (DST) but goes far beyond the DST. The free-DSmT model, which assumes that the ultimate refinement of the frame of discernment of the fusion problem is not accessible due to the intrinsic nature of its elements, is opposite to the Shafer's model (on which is based the DST) assuming the exhaustivity and exclusivity of all elements of the frame of discernment. The DSmT proposes a new theoretical framework for data fusion based on definition of hyper-power sets and a new simple commutative and associative rule of combination. Recently, it has been discovered, through a new DSm hybrid rule of combination, that DSmT can be also extended to problems involving hybrid-models (models including some exclusivity and/or non-existentially constraints). This new important theoretical result offers now to the DSmT a wider class of fusion applications and allows potentially to attack the next generation of complex dynamical/temporal fusion problems. DSmT can also provide a theoretical issue for the fusion of neutrosophic information (extension of fuzzy information proposed by F. Smarandache in nineties - see for details about the neutrosophy logic and neutrosophy set theory).

The Sylloge Tacticorum is a mid-Byzantine example of the literary genre of military manuals or Taktika which stretches back to antiquity. It was one of a number produced during the tenth century CE, a period when the Byzantine empire enjoyed a large measure of success in its wars against its traditional enemy, the Arabs. Compiled to record and preserve military strategies, know-how, and tactics, the manual discusses a wide variety of matters: battle formations, raids, sieges, ambushes, surprise attacks, the treatment of prisoners of war and defectors, distribution of booty, punishment of military offences, how to mount effective espionage, and how to send and receive envoys. There is even advice on the personal qualities required by generals, on how to neutralize enemy horses, and on how to protect the troops against poisoned food. The work culminates in an account of the stratagems employed by great Greek and Roman military commanders of the past. While, like so much of Byzantine literature, the Sylloge often simply reproduces material found in earlier texts, it also preserves a great deal of information about the military tactics being developed by the Byzantine army during the tenth century. It is the first Byzantine source to record the reappearance of a specialized heavy cavalry (the kataphraktoi) and of a specialized infantry (the menavlatoi) used to repel the attacks of the opposing heavy cavalry. There is also a great deal of information on new infantry and cavalry formations and on the new tactics that required them. This is the first complete translation of the Sylloge into English. It is accompanied by a glossary of the specialised Greek military vocabulary used in the work and by footnotes which explain obscure references and identify the author’s classical and Byzantine sources. An introduction places the work in its historical and literary context and considers some of the questions that have remained unanswered over the centuries, such as its authorship and the date of its composition.

The NATO Advanced Research Workshop Bianisotropics 2002 was held in th Marrakesh, Morocco, during 8-11 May 2002. This was the 9 International Conference on Electromagnetics of Complex Media, belonging to a series of meetings where the focus is on electromagnetics of chiral, bianisotropic, and other materials that may respond to electric and magnetic field excitations in special manner. The first of these meetings was held in Espoo, Finland (1993), and the following venues were Gomel, Belarus (1993), Perigueux, France (1994), State College, Pennsylvania, USA (1995), the rivers and channels between St. Petersburg and Moscow in Russia (1996), Glasgow, Scotland (1997), Brunswick, Germany (1998), and Lisbon, Portugal (2000). The present book contains full articles of several of the presentations that were given in the Marrakesh conference. In Bianisotropics 2002, 8 re view lectures, 14 invited lectures and 68 contributed talks and posters were presented. Of these presentations, after a double review process, 28 contributions have achieved their final form on the pages to follow. From the contributions ofthe meeting, also another publication is being planned: a Special Issue of the journal Electromagnetics will be devoted to complex materials. Guest editors for this issue are Keith W. Whites and Said Zouhdi.
