Throughout history, those arrested for vagrancy have generally been poor men and women, often young, able-bodied, unemployed, and homeless. Most histories of vagrancy have focused on the European and American experiences. Cast Out: Vagrancy and Homelessness in Global and Historical Perspective is the first book to consider the shared global heritage of vagrancy laws, homelessness, and the historical processes they accompanied. In this ambitious collection, vagrancy and homelessness are used to examine a vast array of phenomena, from the migration of labor to social and governmental responses to poverty through charity, welfare, and prosecution. The essays in Cast Out represent the best scholarship on these subjects and include discussions of the lives of the underclass, strategies for surviving and escaping poverty, the criminalization of poverty by the state, the rise of welfare and development programs, the relationship between imperial powers and colonized peoples, and the struggle to achieve independence after colonial rule. By juxtaposing these histories, the authors explore vagrancy as a common response to poverty, labor dislocation, and changing social norms, as well as how this strategy changed over time and adapted to regional peculiarities. Part of a growing literature on world history, Cast Out offers fresh perspectives and new research in fields that have yet to fully investigate vagrancy and homelessness. This book by leading scholars in the field is for policy makers, as well as for courses on poverty, homelessness, and world history. Contributors: Richard B. Allen David Arnold A. L. I sat in the lobby of a hotel in Los Angeles reading in the Times. The television show was interrupted by a special bulletin. A madman had shot up a Jewish community center. I saw an L.A.P.D cop leading 12 tiny children across the street while holding hands. Several cops then escorted a Nazi out of the center in handcuffs. He was smiling as he was pushed in to a waiting police car.

There is no one else like Ed Roberson—certainly there is no other poet like him. His is an oblique, eccentric, totally fascinating talent. Because of these qualities, it may seem that he is difficult to follow—as Ornette Coleman or Gabriel García Márquez or Romare Beardon seems difficult to track at times. But his strength of vision is always evident; the quickness and inclusiveness of his voice can sweep a reader along into new and refreshing areas. Roberson's poetic moves are not tricks or affected traits. They are artistic and deeply considered techniques. Reading the two basic cycles of this elliptical and intriguing work could be likened to reading Ezra Pound or a more deliberate and lyrically touched Charles Olson, but with an unanchored allusiveness of things largely American taking the place of the Chinese and the Mayan. Roberson creates that rare combination of sophistication and simplicity which defines truly significant poetry. In this new work he makes the variety of our culture dance from his very special viewpoint.

Though one of the most important public health agencies of the 20th century and the most powerful and richest branch of the Rockefeller Foundation, the International Health Division's history (1913-1951) has never been told before. This original work is based on a vast multitude of letters, reports and photographs the author uncovered in the Rockefeller Archives. Farley describes the internal struggles and the conflicts with foreign and US governments of the "medical barons" who ran the organization as they set its goals and tried to eradicate some of the world's most serious diseases. He also describes the first testing of DDT and the preparation for the US army of a yellow fever vaccine that turned out to be contaminated. He takes the reader into the often byzantine world where the organization endowed schools of public health and nursing in such diverse places as London, Toronto, fascist Rome, militaristic Tokyo, and Calcutta in the dying days of the British Raj. Farley enlivens the book with sketches of the personalities and prejudices of those who worked in the Division and of the scandals that rocked it from time to time. He shows that in the continuing debate between those who believe that disease is the root cause of ill health and poverty and those who see poverty as the primary cause, the Division remained firmly in the former position. He also shows that after it closed, former members exerted considerable influence on the development of the World Health Organization. Opposing some recent historians, Farley argues against the view that the Health Division served as an advance guard for American capitalism. His lively book will be welcomed by all who are interested in the history of public health, tropical disease, and medical institutions.
