The volume provides analyses and evaluations of the continuing importance of Europe’s autonomy in its access to space as a key driver in the development of European space capabilities. From a detailed historical analysis of some of the pitfalls of dependence in the space industry, experts analyse the full range of current European space capabilities and identify areas where autonomy is both possible and required, even in a situation of severe budgetary constraints. The contributions present a comprehensive overview of European efforts in a broad range of areas including energy, culture, science, and security; access to space, space applications, human spaceflight, security and space situational awareness, and strategic issues. They make a cogent strategic and economic case for policy makers to continue to bear in mind the importance of autonomous space capabilities, even in an interdependent globalised world.

This book examines transatlantic politics through an analysis of 60 years of US-European strategic interaction in space. The significance of space politics for the study of transatlantic relations receives surprisingly little scholarly attention. As a theatre of interaction, transatlantic space politics reflects the vicissitudes of European and US power in the international system. An understanding of space politics is therefore vital in understanding the status and prospect of the transatlantic order. Using established IR theories, the author investigates transatlantic space politics and proposes a theoretical explanation, which is distinct from the conventional wisdom of the transatlantic security community. More specifically, he distinguishes between the constitutive and regulatory effects of the transatlantic security community, an approach rarely employed in other research in the field. Overall, this book suggests not only that the transatlantic institutional pillar requires repair, but also that the ideational factors need to be revitalised in order to consolidate the transatlantic alliance. This book will be of much interest to students of space power, transatlantic politics, strategic studies, foreign policy and IR/security studies in general.

This book explores theories of space and place in relation to autonomy in language learning. Encompassing a wide range of linguistically and culturally diverse learning contexts, this edited collection brings together research papers from academics working in fourteen countries. In their studies, these researchers examine physical, virtual and metaphorical learning spaces from a wide range of theoretical and interdisciplinary perspectives (semiotic, ecological, complexity, human geography, linguistic landscapes, mediated discourse analysis, sociocultural, constructivist and social constructivist) and methodological approaches. The book traces its origins to the first-ever symposium on space, place and autonomy, which was held at the International Association of Applied Linguistics (AILA) 2014 World Congress in Brisbane. The final chapter, which presents a thematic analysis of the papers in this volume, discusses the implications for theory development, further enquiry, and pedagogical practice.

When international rules and regulations governing space travel were first being developed, only a few countries had any space presence and commercial space activity was non-existent. Today, over 50 countries have on-orbit satellites and commercial space presence is essential to commercial telecommunications and broadcasting, yet international space law remains in its infancy. Space Safety Regulations and Standards is the definitive book on regulatory initiatives involving space safety, new space safety standards, and safety related to new space technologies under development. More than 30 world experts come together in this book to share their detailed knowledge of regulatory and standard making processes in the area, combining otherwise disparate information into one essential reference and providing case studies to illustrate applications throughout space programs internationally. They address the international regulatory framework that relates to traditional space safety programs as well as the emerging regulatory framework that relates to commercial space programs, space tourism, and efforts to create commercial space station facilities. . Fully endorsed by the International Association for the Advancement of Space Safety (IAASS) and provides the only definitive reference on regulations and standards for the field of space safety Combines the technical, legal and regulatory information in a clear and integrated reference work suitable for technical professionals, regulators, legal experts, and students in the field Presents a truly global insight from experienced space safety experts worldwide, with representatives from the leading associations, institutions and companies operating in the arena today

In recent years the borders of Europe have been perceived as being besieged by a staggering refugee and migration crisis. The contributors to The Borders of "Europe" see this crisis less as an incursion into Europe by external conflicts than as the result of migrants exercising their freedom of movement. Addressing the new technologies and technical forms European states use to curb, control, and constrain what contributors to the volume call the autonomy of migration, this book shows how the continent's amorphous borders present a premier site for the enactment and disputation of the very idea of Europe. They also outline how from Istanbul to London, Sweden to Mali, and Tunisia to Latvia, migrants are finding ways to subvert visa policies and asylum procedures while negotiating increasingly militarized and surveilled borders. Situating the migration crisis within a global frame and attending to migrant and refugee supporters as well as those who stoke nativist fears, this timely volume demonstrates how the enforcement of Europe’s borders is an important element of the worldwide regulation of human mobility. Présentation de l'éditeur : "This Report is the outcome of an EUISS Task Force on 'Space and Security' which convened from September 2015 until June 2016. It has three main objectives. First, it analyses potential threats to critical European space infrastructure, (including cyber attacks), and evaluates possible responses. Second, it assesses the main space security considerations for the EU -- as a satellite owner, facilitator for European cooperation, and diplomatic actor. Third, it offers ideas for improving European strategic thinking on space security, with the goals of improving space system resilience, reducing external dependence, and ensuring a secure and sustainable environment for outer space activities."

At the time of ?nalising this second volume of the ?Yearbook on Space Policy? which covers the period mid-2007 to mid-2008, Europe is as visible and strong in the area of space activities as never before. Its space probes are present on the Moon, around Mars, and on Saturn?s Moon Titan, and are chasing asteroids and comets; Ariane V is the most successful commercial launch vehicle; and more and more European space applications satellites are in operation. Finally, with the successful launch of the Columbus Orbital Facility (COF) – the most prominent highlight of this period which is also depicted on the cover of this Yearbook – and the ?rst Automated Transfer Vehicle (ATV), Europe has become a decisive player in human space?ight. This is accompanied by new policy initiatives on the ministerial level which have been bringing the European Space Agency and the European Union steadily closer. Europe?s outstanding development and positioning in the space ?eld is based not only on Europe?s successful engineering and scienti?c capabilities and capacities, but also on the forceful political determination of all European actors to maintain and even further their engagement in the use of outer space. And it is this political determination which provides the focus for this ?Yearbook on Space Policy?. The Yearbook describes and analyses the contexts and contents of space policy. Its primary ?eld of investigation is Europe, but it also covers the whole range of global space activities and their in?uence on European endeavours.

Western European Military Space Policy identifies and assesses the current situation regarding Europe's military use of space. It analyzes the plans and intentions of government and international agencies while suggesting the most appropriate way forward for this aspect of space/security in the 1990s.Recent developments in the military use of space by the superpowers have prompted a reassessment by Western European governments of the need for Europe to possess its own military space capabilities. The author questions whether Europe should acquire an autonomous military space capability taking into consideration the developments in European defence politics and possible developments in the arms control domain.

Being the public voice of over 180 member organisations across nearly 90 countries, La Vía Campesina, the global peasant movement, has planted itself firmly on the international scene. This book explores the internationalisation of the movement, with a specific focus on the engagement of peasants in the processes of the Committee on World Food Security (CFS). Since the reform of the CFS in 2009, civil society actors engage in the policy processes of this UN Committee from a self-designed and autonomous global Civil Society Mechanism. The author sheds light on the strategies, tensions, debates, and reconfigurations arising from rural actors moving between every day struggles in the fields and those of the UN arena. Whereas most theories in the dominant literature on social movements expect them to either disappear or institutionalise in a predetermined pattern, the book presents empirical evidence that La Vía Campesina is building a much more sophisticated model. The direct participation of representatives of peasant organisations in the CFS is highlighted as a pioneering example of building a more complex, inclusive and democratic foundation for global policy-making. Foreword by Olivier De Schutter, United Nations Special Rapporteur on the Right to Food (2008-2014).
