In that these institutions are now identified, it is time to academically address their role in higher education.

Since the publication of the 2nd Edition of this Reader in 2001, there has been a large increase in the amount of research and scholarly publication on issues of higher education finance. This is not surprising, given the pattern of decreased public funding and increased student cost over this period. Strategic planning and its relationship to budgeting under growing financial constraints have been of continuing interest among both higher education scholars and practitioners. What has changed, however, is the greater inclusion of explicitly economic perspectives in publications dealing with various aspects of postsecondary education. Because of these changing publication patterns, it was appropriate to add the word “Economics” to the title of this edition. Inside you'll find a mix of scholarly and practitioner-oriented publications, as well as thoughtful scholar-written section introductions that bring the reader up to date on the current issues.

Causes and Consequences of Income Inequality

Causes and Consequences of Income Inequality Author Ms. Era Dabla-Norris

This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

Hard-headed evidence on why the returns from investing in girls are so high that no nation or family can afford not to educate their girls. Gene Sperling, author of the seminal 2004 report published by the Council on Foreign Relations, and Rebecca Winthrop, director of the Center for Universal Education, have written this definitive book on the importance of girls’ education. As Malala Yousafzai expresses in her foreword, the idea that any child could be denied an education due to poverty, custom, the law, or terrorist threats is just wrong and unimaginable. More than 1,000 studies have provided evidence that high-quality girls’ education around the world leads to wide-ranging returns: Better outcomes in economic areas of growth and incomes Reduced rates of infant and maternal mortality Reduced rates of child marriage Reduced rates of the incidence of HIV/AIDS and malaria Increased agricultural productivity Increased resilience to natural disasters Women’s empowerment What Works in Girls’ Education is a compelling work for both concerned global citizens, and any academic, expert, nongovernmental organization (NGO) staff member, policymaker, or journalist seeking to dive into the evidence and policies on girls’ education.

This book brings together distinguished scholars, community college practitioners, and emerging leaders to expand upon existing theories, provide reflection on practice, and demonstrate the dynamic nature of community college internationalization. There is a special challenge for United States community colleges to move from selected international programs that impact a few students to sustainable change that influences the entire college community. A key importance is realization that reform is not based on chance, but on intentional designs that are intended to guide future endeavors. The research, case studies, and experiences of the authors in this book are both inspiring and critical in the quest to encourage an academic shift for long-term change that promotes international literacy as an integral component of the community college and celebrates the needs of the changing local communities.

After decades of effortless growth and prosperity, America's postsecondary institutions of education have come under increasing financial stress and waning public support. In part, this stress reflects a slowdown in the real rate of national economic growth and the loss of federal and state revenues for education generally. It also reflects a trend of state legislatures simply giving higher education an ever lower ranking on the list of funding priorities. Postsecondary educational institutions in the United States will continue to face increasing financial stress and waning public support as critics question the contribution of higher education to economic growth, which historically has been a major rationale for funding. Unless the trends in education financing can be changed, higher edu cation can be expected to stagnate. What, if anything, can be done? As a starting point, advocates of higher education need to more fully recognize the important ways in which higher education influences technological change and also is influenced by that change. As demonstrated by the chapters in this book, higher education is not a neutral or passive player in economic growth. This volume addresses topics related to the role of postsecondary education in national economic development within the United States.
