This book covers a broad group of wastes, from biowaste to hazardous waste, but primarily the largest (by mass and volume) group of wastes that are not hazardous, but also are not inert, and are problematic for three major reasons: (1) they are difficult to manage because of their volume: usually they are used in civil engineering as a common fill etc., where they are exposed to environmental conditions almost the same way as at disposal sites; (2) they are not geochemically stable and in the different periods of environmental exposure undergo transformations that might add hazardous properties to the material that are not displayed when it is freshly generated; (3) many designers and researchers in different countries involved in waste management are often not aware of time-delayed adverse environmental impact of some large-volume waste, and also do not consider some positive properties that may extend the area of their environmentally beneficial application.

German Unification and the Union of Europe

German Unification and the Union of Europe Author Jeffrey Anderson

German Unification and the Union of Europe discusses some of the most interesting questions in the study of comparative politics and international relations. The book studies the sources of continuity and change in German policy toward the European Union, set in the context of the competing pulls of integration into the EU, and unification of East and West Germany. Employing a framework of analysis premised on the interaction of interests, institutions and ideas, the book asks: how has the domestic politics of unification influenced German policy toward Europe? Why has continuity reigned in some areas, whereas in others significant changes, sometimes reversals, have been registered? What are the implications of this checkered pattern of outcomes for Germany and for Europe? Jeffrey Anderson's book focusses on the political economy issues (such as trade, internal market, energy, and industrial policy) which represent key components of both German domestic politics and Germany's relationship with Europe. Awarded the DAAD 2000 Prize for Distinguished Scholarship in German Studies: Politics and Foreign Policy.

Decision Making Under Risk in Organisations The Case of German Waste Management

This title was first published in 2000. By comparing how two local authorities deal with the risks involved in Germany's environmental waste policy, this text questions how organizations deal with making decisions in situations of risk in general. Using a combination of risk sociology and institutional theories of organization, Kamper examines how organizations develop institutional structures to cope with risk-taking decision-making. In doing so, he challenges the commonly-held view that the most important factor required when making risky decisions is rationality, and instead argues that the key is an ability to absorb uncertainty. The volume seeks to show how organizations develop institutional structures to cope with risk-taking which both absorbs uncertainty and allocates responsibility, and how an understanding of social structures is crucial to understanding how such decisions are made by organizations.

The German Criminal Code

The German Criminal Code Author

German substantive criminal law has been influential in many civil law countries, most notably in the Hispanic world. In the common law countries, not surprisingly because of the systemic differences in approach, its impact has been much less, if not negligible. This may be largely explained as a result of the language barrier. An up-to-date and reliable English translation of the German Criminal Code has been conspicuously missing for some time. This book presents a new English translation of the Strafgesetzbuch, (the Criminal Code), in its most recent amended form of August 2007. The Code is the centrepiece of German substantive criminal law and informs the interpretation and application of any other criminal provisions which can be found in specific legislation. The translation thus affords an opportunity to profit from a legal tradition that has had a major influence over history and has a rich experience of doctrinal analysis. The translation adheres as closely as possible to the textual structure of the original, but has been made palatable to an English ear. It is intended as a companion to the author's Principles of German Criminal Law which was published in December 2008. Liability for environmental damages

Liability for environmental damages Author Elga Bartsch

From an economic point of view, liability for environmental damages aims at two goals. On the one hand, liability should efficiently allocate the risk imposed by the stochastic nature of environmental damages. On the other hand, ex post liability should generate ex ante incentives to take appropriate precautions against environmental risk. In reality, precautionary incentives generated by civil liability for environmental damages are often reduced by various impediments to the enforcement of legal claims. One of the key impediments is uncertain causation, especially when precautionary pollution control measures cannot be easily observed. This book analyzes the consequences of asymmetric information regarding the precautionary pollution control measures on enforcing legal claims, and, hence, on the precautionary incentives. The question is discussed against the background of the 1991 German Environmental Liability Act (Umwelthaftungsggesetz). In the first part of this book, Elga Bartsch givesan overview of selected liability systems and then derives the conditions for an optimal liability rule in a situation of uncertain causation and imperfect information within the principal-agent framework. This theoretical discussion is followed by an empirical analysis of the impact of the German Environmental Liability Act on the German chemicals industry by means of an event study. Its results indicate that the change in the legal framework did not have an adverse effect on the German chemicals industry.

Concepts and Instruments for a Rational Bioenergy Policy

Concepts and Instruments for a Rational Bioenergy Policy Author Alexandra Purkus

This book provides an in-depth economic analysis of the challenges associated with bioenergy use and production. Drawing on New Institutional Economics and the theory of economic policy, it develops theory-based recommendations for a bioenergy policy that strives for efficiency and sustainability. Further, it shows how to deal with diverse uncertainties and constraints, such as institutional path dependencies, transaction costs, multiple and conflicting policy aims, and interacting market failures, while also applying the resulting theoretical insights to a case study analysis of Germany’s bioenergy policy. As such, the book aims to bridge the gap between practical bioenergy policymaking on the one hand, and neoclassical theory-based concepts that strictly focus on a minimization of greenhouse gas mitigation costs on the other.
