President Clinton and other U.S. officials have warned that "rogue states" pose a major threat to international peace in the post-Cold War era. But what exactly is a rogue state? Does the concept foster a sound approach to foreign policy, or is it, in the end, no more than a counterproductive political epithet? Robert Litwak traces the origins and development of rogue state policy and then assesses its efficacy through detailed case studies of Iraq, Iran, and North Korea. He shows that the policy is politically selective, inhibits the ability of U.S. policymakers to adapt to changed conditions, and has been rejected by the United States' major allies. Litwak concludes that by lumping and demonizing a disparate group of countries, the rogue state approach obscures understanding and distorts policymaking. In place of a generic and constricting strategy, he argues for the development of "differentiated" strategies of containment, tailored to the particular circumstances within individual states.

Most Americans would be surprised to learn that their government has declined to join most other nations in UN treaties addressing inadequate housing, poverty, children's rights, health care, racial discrimination, and migrant workers. Yet this book documents how the U.S. has, for decades, declined to ratify widely accepted treaties on these and many other basic human rights. Providing the first comprehensive topical survey, the contributors build a case and specific agendas for the nation to change course and join the world community as a protector of human rights.

Michael Lewis' Flash Boys revealed how high-frequency trading has created a ruthless breed of traders capable of winning whichever way the market turns. In Rogue Code, Mark Russinovich takes it one step further to show how their grip on high finance makes the stock market vulnerable to hackers who could bring about worldwide financial collapse. Cyber security expert Jeff Aiken knows that no computer system is completely secure. When he's called to investigate a possible breach at the New York Stock Exchange, he discovers not only that their system has been infiltrated but that someone on the inside knows. Yet for some reason, they have allowed the hackers to steal millions of dollars from accounts without trying to stop the theft. When Jeff uncovers the crime, the NYSE suddenly turns on him. Accused of grand larceny, he must find and expose the criminals behind the theft, not just to prove his innocence but to stop a multibillion-dollar heist that could upend the U.S. economy. Unwilling to heed Jeff's warnings, the NYSE plans to continue with a major IPO using a new, untested system, one that might be susceptible both to hackers and to ruthless high-frequency traders willing to take any risk to turn a profit. Now Jeff Aiken must unearth the truth on his own, following the thread to the back alleys of Rio de Janeiro to take on one of the world's most ruthless cartels. Praised for his combination of real-world technology and quick-paced action, with Rogue Code Mark Russinovich delivers an intense thriller about a cyber threat that seems all too possible---and the Wall Street traders who might allow it to happen. Includes a foreword by Haim Bodek, author of The Problem of HFT: Collected Writings on High Frequency Trading & Stock Market Structure Reform.

Book One in the Black Flagged Series. A graduate of the Department of Defense's experimental Black Flag program, Daniel Petrovich carries a secret he'd rather keep buried. A secret his government has hidden in the deepest vaults of the Pentagon. Someone is trying to raise Black Flag from the dead, and drag Petrovich back into the poisonous life he abandoned. Someone who knows his darkest secrets. In exchange for the promise of a clean slate, and a chance to keep the life he has built with the woman he loves, he agrees to carry out one more mission. Now Daniel has an even bigger problem. The assassination of Mohammed Ghani, a wealthy Muslim importer, wasn't the uncomplicated mission he had been promised. Seven other prominent Muslim businessmen are killed on the same night along the East Coast, suddenly extinguishing Task Force HYDRA, the most significant counter-terrorism investigation in recent FBI history. Daniel's life is about to disintegrate, as he becomes the focus of a relentless FBI manhunt, and the target of a vengeful CIA agent. To survive, he'll be forced to release a dark side he fought for years to keep suppressed. A dark side with no boundaries, and few loyalties. From the author: "Black Flagged was a blast to write from the beginning. I started with the concept of a disenfranchised former covert military operative, and the rest fell into place quicker than I expected. You'll be quickly introduced to Daniel Petrovich. Sarcastically humorous, and unflinchingly pragmatic, he never truly embraced the program that turned him into a lethal operative. As a conflicted, morally ambiguous protagonist, it may take you a while to figure out if you like him or not. While you're deciding on Daniel, you'll be taken on a wild ride through the streets of D.C., escorted through the halls of Langley and the J. Edgar Hoover building...finally relaxing for a few minutes in a cozy, anonymous brownstone nestled into the exclusive streets of Georgetown...before all hell breaks loose around you. In the end, you get to decide who wears the white hat...it won't be the same for every reader. Enjoy, Steve."

In this multi-award-winning, bestselling novel, Margaret Atwood has created a stunning Orwellian vision of the near future. This is the story of Offred, one of the unfortunate “Handmaids” under the new social order who have only one purpose: to breed. In Gilead, where women are prohibited from holding jobs, reading, and forming friendships, Offred’s persistent memories of life in the “time before” and her will to survive are acts of rebellion. Provocative, startling, prophetic, and with Margaret Atwood’s devastating irony, wit, and acute perceptive powers in full force, The Handmaid’s Tale is at once a mordant satire and a dire warning.

Rogues

Rogues, published in France under the title Voyous, comprises two major lectures that Derrida delivered in 2002 investigating the foundations of the sovereignty of the nation-state. The term "État voyou" is the French equivalent of "rogue state," and it is this outlaw designation of certain countries by the leading global powers that Derrida rigorously and exhaustively examines. Derrida examines the history of the concept of sovereignty, engaging with the work of Bodin, Hobbes, Rousseau, Schmitt, and others. Against this background, he delineates his understanding of "democracy to come," which he distinguishes clearly from any kind of regulating ideal or teleological horizon. The idea that democracy will always remain in the future is not a temporal notion. Rather, the phrase would name the coming of the unforeseeable other, the structure of an event beyond calculation and program. Derrida thus aligns this understanding of democracy with the logic he has worked out elsewhere. But it is not just political philosophy that is brought under deconstructive scrutiny here: Derrida provides unflinching and hard-hitting assessments of current political realities, and these essays are highly engaged with events of the post-9/11 world.

This acclaimed fantasy classic of men, elves, and gods is at once breathtakingly exciting and heartbreakingly tragic. Published the same year as The Fellowship of the Ring, Poul Anderson’s novel The Broken Sword draws on similar Scandinavian and Anglo-Saxon sources. In his greed for land and power, Orm the Strong slays the family of a Saxon witch—and for his sins, the Northman must pay with his newborn son. Stolen by elves and replaced by a changeling, Skafloc is raised to manhood unaware of his true heritage and treasured for his ability to handle the iron that the elven dare not touch. Meanwhile, the being who supplanted him as Orm’s son grows up angry and embittered by the humanity he has been denied. A pawn in a witch’s vengeance, the creature Valgard will never know love, and consumed by rage, he will commit a murderous act of unspeakable vileness. It is their destiny to finally meet on the field of battle—the man-elf and his dark twin, the monster—when the long-simmering war between elves and trolls finally erupts with a devastating fury. And only the mighty sword Tyrfing, broken by Thor and presented to Skafloc in infancy, can turn the tide in a terrible clashing of faerie folk that will ultimately determine the fate of the old gods. This edition contains the author’s original text. Along with such notables as Isaac Asimov and Ray Bradbury, multiple Hugo and Nebula Award winner Poul Anderson is considered one of the masters of speculative fiction.
