Contemporary international aid consists of a wide range of various support programs, where the end-result in many cases not only reflects the needs of the recipient country, but also the interests of the donor country. In Science and Politics of Foreign Aid - Swedish Environmental Support to the Baltic States it is shown that this particular support has been directed primarily towards areas of joint concern, such as air pollution and effluents to the Baltic Sea. Environmental problems with primarily local effects have, to a large extent, been neglected in the Swedish support program. The requirement on the Baltic recipient countries to finance a specific fraction of each joint program with local resources has furthermore drained the local national environmental budgets from resources, making it very difficult for these countries to mitigate various local environmental hazards by themselves. In contrast to many previous foreign aid studies where various donor country biases often are suggested but not empirically validated, this book gives an in-depth view of how a particular support program is influenced by specific and self-interested considerations.

Academic exchange is one of the cornerstones of public diplomacy. Receiving foreign academics is one way of influencing foreign elites in an attempt to build goodwill and stable international networks. The result is that academic mobility and the internationalization of higher education and research have always been directly affected by foreign policy decisions and diplomatic considerations — and still are. In Public Diplomacy and Academic Mobility in Sweden, Andreas Åkerlund analyses Sweden’s scholarship programs for foreign academics in a long-term perspective. Here a quantitative analysis of scholarship holders is related to Swedish exchange policy and grant practices by looking at the Swedish Institute in particular. The result is an account of how public diplomacy, foreign policy, development assistance, and the ideas of a knowledge-based economy and international competition affected academic exchanges with Sweden in the twentieth century.

This edited volume presents a comprehensive and coherent interdisciplinary analysis of challenges and possibilities for sustainable governance of the Baltic Sea ecosystem by combining knowledge and approaches from natural and social sciences. Focusing on the Ecosystem Approach to Management (EAM) and associated multi-level, multi-sector and multi-actor challenges, the book provides up-to-date descriptions and analyses of environmental governance structures and processes at the macro-regional Baltic Sea level. Organised in two parts, Part 1 presents in-depth case studies of environmental governance practices and challenges linked to five key environmental problems - eutrophication, chemical pollution, overfishing, oil discharges and invasive species. Part 2 analyses and compares governance challenges and opportunities across the five case studies, focusing on governance structures and EAM implementation, knowledge integration and science support, as well as stakeholder communication and participation. Based on these cross-case comparisons, this book also draws a set of general conclusions on possible ways of improving the governance of the Baltic Sea by promoting what are identified as vital functions of environmental governance: coordination, integration, interdisciplinarity, precaution, deliberation, communication and adaptability.

Can environmental institutions be effective at bringing about a healthier environment? How? Institutions for the Earth takes a close look at the factors influencing organized responses to seven international environmental problems - oil pollution from tankers, acid rain in Europe, stratospheric ozone depletion, pollution of the North Sea and Baltic, mismanagement of fisheries, overpopulation, and misuses of farm chemicals - to determine the roles that environmental institutions have played in attempting to solve them. Through rigorous, systematic comparison, it reveals common patterns that can lead to improvements in the collective management of these problems and suggests ways in which international institutions can further the case of environmental protection. The contributors identify three major functions performed by effective international environmental institutions: building national capacity, improving the contractual environment, and elevating governmental concern. The international organizations analyzed within this framework include the United Nations Environment Program, the Intergovernmental Maritime Organization, the Food and Agriculture Organization, numerous fisheries commissions, the Commission for Europe, the Oslo and Paris Commissions, the Helsinki Commission, and the United Nations Fund for Population Assistance. Peter M. Haas is Associate Professor of Political Science at the University of Massachusetts, Amherst. Robert O. Keohane is Stanfield Professor of International Peace at Harvard University. Marc A. Levy is Assistant Professor of Politics and International Affairs at Princeton University and Associate at Harvard's Center for International Affairs.

The Baltic Sea oceanographic research community is wide and the research history is over 100 years old. Nevertheless, there is still no single, coherent book on the physical oceanography of the Baltic Sea as a whole. There is a strong need for such a book, coming from working oceanographers as well as the university teaching programmes in advanced undergraduate to graduate levels. In the regional conference series in physical oceanography (Baltic Sea Science Conference, Baltic Sea Oceanographers' conference, Baltex-conferences) about 500 scientists take part regularly. Even more scientists work in the fields of marine biology, chemistry and the environment, and they need information on the physics of the Baltic Sea as well. There are nine countries bordering on the Baltic Sea and five more in the runoff area. The Baltic Sea as a source of fish, means of transportation and leisure activities is highly important to the regional society. In the runoff area there are a total of 85 million people. Research and protection strategies need to be developed, as the Baltic Sea is probably the most polluted sea in the world. Since the Baltic Sea has become an inner sea of the EU (apart from small shore parts of Russia in Petersburg and Kaliningrad), it is anticipated that the importance of the region will consequently rise. The book will arouse interest among students, scientists and decision makers involved with the Baltic problems. It will also give important background information for those working with biogeochemical processes in the Baltic Sea, because the physical forcing for those processes is of vital importance.
