A thoughtful and surprising argument for American tax reform, arguably the most overdue political debate facing the nation, from one of the most respected political and economic thinkers, advisers, and writers of our time. THE UNITED STATES TAX CODE HAS UNDERGONE NO SERIOUS REFORM SINCE 1986. Since then, loopholes, exemptions, credits, and deductions have distorted its clarity, increased its inequity, and frustrated our ability to govern ourselves. By tracing the history of our own tax system and assessing the way other countries have solved similar problems, Bruce Bartlett explores the surprising answers to all these issues, giving a sense of the tax code’s many benefits—and its inevitable burdens. From one of the most respected political and economic thinkers, advisers, and writers of our time, The Benefit and the Burden is a thoughtful and surprising argument for American tax reform.

A fundamental belief in personal liberty and in the ability of free markets to realise the good lies at the heart of the neoliberal economic orthodoxy that has now shaped public policy for a generation. Confidence in orthodox economics has, however, been badly shaken by the financial crisis of 2008 and, in the years following, by the effects of the Great Recession. The era of casino banking was not only an era of de-industrialisation and under-employment, but also of iniquitous tax avoidance schemes, and of grotesquely inflated levels of social inequality. Such factors, we now realise, have reduced the life-prospects of millions of our fellow-citizens. This interdisciplinary volume of essays, with wide-ranging contributions by theologians and social scientists, explores the theological, economic, and moral implications of these developments. Its central claim is that neoliberalism’s failure to appreciate the limitations of its fiduciary commitments contributed massively to the economic crisis. A more honest appraisal of the relation between the language of belief and the sphere of economic behaviour is therefore required. This must also result in appropriate policy changes, to harness the power of the economy to serve a more generous vision of the human good.

Trickle-down values have distorted not only our economic thought but also our political thought, our sociology and our concept of the rule of law. The trickle-down policies promoted by the Republican Party are undermining our economy, democracy, institutions and health. We, the American people, must return to liberalism that works.

The Internal Revenue Code of the American government is badly broken. Its more than seventy-seven thousand pages have created a tax system that is not understood by the businesses and individuals that must abide by it. Perhaps even worse, it is also not understood by either the Congressmen who wrote it or the Internal Revenue Service that is supposed to enforce it. What originated as a system for financing the federal government has devolved into a confusing system for what Newt Gingrich described as both left-wing and right-wing “social engineering.” Our Internal Revenue Code has been corrupted beyond repair. It needs to be completely revised. Many economists believe that a new federal tax system based upon consumption would be far superior to the current one based upon income. Simpler, more just, and much healthier for the economy, this type of system would: -sharply increase both personal income and business profits-encourage saving-discourage borrowing -be much easier to implement than an income-based tax system -save and create millions of jobs in this country Sensible Tax Reform—Simple, Just and Effective is a comprehensive yet relatively simple tax-reform proposal based primarily upon a federal consumption tax. The STR plan will completely replace our existing income-based federal tax system with a revolutionary new one. Businesses will pay no federal income or payroll taxes. Individuals will pay no payroll taxes (i.e., Social Security and Medicare), and few will pay any income taxes either. STR will open excellent opportunities for Americans to improve their standards of living and for our companies to regain the competitive vigor lost to the weak economy of recent years.

A New York Times Bestseller. A “fascinating” (Thomas L. Friedman, New York Times) look at how digital technology is transforming our work and our lives. In recent years, Google’s autonomous cars have logged thousands of miles on American highways and IBM’s Watson trounced the best human Jeopardy! players. Digital technologies—with hardware, software, and networks at their core—will in the near future diagnose diseases more accurately than doctors can, apply enormous data sets to transform retailing, and accomplish many tasks once considered uniquely human. In The Second Machine Age MIT’s Erik Brynjolfsson and Andrew McAfee—two thinkers at the forefront of their field—reveal the forces driving the reinvention of our lives and our economy. As the full impact of digital technologies is felt, we will realize immense bounty in the form of dazzling personal technology, advanced infrastructure, and near-boundless access to the cultural items that enrich our lives. Amid this bounty will also be wrenching change. Professions of all kinds—from lawyers to truck drivers—will be forever upended. Companies will be forced to transform or die. Recent economic indicators reflect this shift: fewer people are working, and wages are falling even as productivity and profits soar. Drawing on years of research and up-to-the-minute trends, Brynjolfsson and McAfee identify the best strategies for survival and offer a new path to prosperity. These include revamping education so that it prepares people for the next economy instead of the last one, designing new collaborations that pair brute processing power with human ingenuity, and embracing policies that make sense in a radically transformed landscape. A fundamentally optimistic book, The Second Machine Age alters how we think about issues of technological, societal, and economic progress.

This paper examines the First Review Under the Three-Year Arrangement Under the Poverty Reduction and Growth Facility for Dominica. The authorities were encouraged by the stronger-than-envisaged performance, but considered it premature to change the macroeconomic framework. The recent encouraging developments on the growth front enhanced the credibility of the macroeconomic framework and increased the chances of success. The authorities embraced the ambitious structural reform agenda as a necessary course of action to address the complex problems faced by Dominica.

This volume brings together the contributions of twenty-four economists and lawyers on tax policy. Five papers build on the work of Joseph A. Pechman in analyzing the distribution of tax burdens. A. B. Atkinson relates the analysis of redistribution of income through the tax system to horizontal equity, James Buchanan and Geoffrey Brennan demonstrate that a full analysis of tax burdens must encompass tax-induced inefficiencies, and Boris I. Bittker examines how tax inequities become resource misallocation. In separate papers, Joseph J. Minarik and Benjamin A. Okner elaborate on and extend Pechman’s analyses of tax burdens. Three papers address the concept of tax expenditures: Stanley S. Surrey and Paul R. McDaniel trace the development of the idea, Martin S. Feldstein demonstrates that some use of tax expenditures is necessary for the sake of economic efficiency, and Gerard M. Brannon examines the relations between tax expenditures and the distribution of income. Michael J. Boskin, Richard Goode, Peter Mieszkowski, and John B. Shoven and Paul Taubman examine alternative tax bases. Harvey E. Brazer and Alicia H. Munnell, in separate papers, argue that the basic unit subject to the personal income tax should be the individual rather than the family. David F. Bradford and Arnold C. Harberger analyze changes that would reduce present biases in the tax treatment of investment income. George F. Break and Charles E. McLure, Jr., consider possible improvements in the personal and corporation income taxes imposed by states. E. Cary Brown, Richard A. Musgrave, and Emil M. Sunley deal with fiscal policy. Brown draws lessons from U.S. History since 1945. Musgrave confronts Marxian and other theories of fiscal crises with the facts. Sunley describes the many pitfalls between proposals for even modest tax change and final congressional action.

This paper describes the many disadvantages associated with the National Non-Domestic (Business) Rates in the UK, and proposes replacing them with a Land Value Tax as proposed in the Mirrlees Review. It describes the impact of such a proposal, and proposes the details of a feasibility study that should be conducted by Treasury. Such a reform would reduce the burden of rates on premises that make good use of their site, while increasing the financial costs for sites that are poorly used, underdeveloped, derelict or being held out of use until their sale price rises. Owners of these sites would either have to make good use of their site or sell it to somebody who will. This would make land available for enterprise, stimulate economic growth in areas where the local economy is struggling and provide employment opportunities for local people.

Much attention has been focused in recent years on the transformation of the economies of Eastern and Central Europe and the former Soviet Union. However, a growing demand for policy advice, technical assistance and expertise is also coming from Asian reforming countries such as China, Mongolia, Vietnam, Laos and Cambodia. In addition, business communities abroad are increasingly interested in exploring investment and marketing opportunities in these reforming countries. Such developments are too important to overlook or ignore. The transformation of socialist economies towards market-based systems entails an unusually wide range of problems. Studies of related topics are complicated by the speed of the changes and the lack of clear historical precedents. Although the structural features of Asian reforming economies are in important ways different from those of the Eastern European economies, all socialist economies share similar fundamental conditions on the eve of economic reform which raise a similar set of reform issues. This volume brings together a rich collection of expertise and information in an attempt to shed some light on the transitional process in Asia. The contributions are by no means exhaustive. However, they provide the reader and analyst with an excellent starting point to the problems and prospects which are specific to Asian transforming economies.
