Lotteries were a well-established part of 18th-century life when, in 1780, the Irish government initiated the first state-controlled lottery to raise much-needed revenue. Inspired by its English counterpart, the lottery was well publicized; the draw, which took several weeks to complete, distributed a substantial prize fund in both large and small prizes. The moderately priced tickets and the century's fascination with gambling encouraged all levels of society to participate. Interest, at fever pitch during the draw, was stimulated and sustained throughout by the newspapers and the resourcefulness of ticket sellers whose ingenious schemes bolstered ticket sales. The lottery's usefulness as a money-raising device ensured its survival for twentyone years. A plethora of regulations, designed to suppress criminal activity, failed to eradicate fraud although the integrity of the lottery itself was never questioned. The lottery ended with the Union, after 1801 Ireland's financial concerns were decided in London.

This report reveals complaint handling across government to be inconsistent, haphazard and unaccountable, operating without any overarching design, overall standards or common performance framework. This is unhelpful for people who want to change their experience of interacting with a public service by making a complaint. It also means opportunities to improve public services through complaint handling are being missed. There is no shared view across government of the standard of complaint handling that a member of the public can reasonably expect. Complainants may be required to navigate anything between one and four stages of a complaint procedure before 'local resolution' is completed and the complainant can bring their complaint to the Ombudsman. The absence of any clear methodology or machinery to share best practice, or ensure lessons from complaints are learnt across government departments, increases the likelihood of the same mistakes being repeated again and again. The Ombudsman's Principles of Good Complaint Handling are a good starting point for government in the task of ensuring that all departments share an understanding of the importance of fairness, transparency, and accountability. But there is a need for strong leadership from the top, committed to developing a culture across the civil service that values complaints. The report covers the survey of departments, case studies, and gives statistics on complaint handling and the financial costs of poor complaint handling.

This report, carried out by the National Centre for Social Research, sets out the results of the British Gambling Prevalence Survey (BGPS) 2007, the second nationally representative survey of its kind (the first was undertaken in 1999). Based on a random sample of just over 9,000 people, the survey contains data on attitudes to gambling, levels of participation and the prevalence of problem gambling. The report will provide the Gambling Commission and the Government with some important benchmark information which will help assess the overall impact of the Gambling Act following its full implementation on 1st September 2007. Findings include that 68 per cent had participated in some form of gambling activity within the past year, compared to 72 per cent in 1999. The most popular activities were the National Lottery Draw (57 per cent0, scratchcards (20 per cent), horserace betting (17 per cent) and playing slot machines (14 per cent). Six per cent of the population used the internet to gamble in the past year.
