Currently 868 million people are undernourished and 195 million children under five years of age are stunted. At the same time, over 1 billion people are overweight and obese in both the developed and developing world. In November 2014, representatives from over 170 governments, together with leaders of inter-governmental organizations and civil society - including non-governmental organizations, researchers, the private sector, and consumer representatives - converged in Rome for the Second International Conference on Nutrition (ICN2). How does the government decide what’s a problem and what isn’t? And what are the consequences of that process? Like individuals, Congress is subject to the “paradox of search.” If policy makers don’t look for problems, they won’t find those that need to be addressed. But if they carry out a thorough search, they will almost certainly find new problems—and with the definition of each new problem comes the possibility of creating a government program to address it.
